New Appointments: Governors for Goa, Haryana; Ladakh Gets New Lieutenant Governor

In a major reshuffle announced on July 14, 2025, the President of India approved the appointments of new Governors for Goa and Haryana, along with a new Lieutenant Governor for Ladakh.

Kavinder Gupta Appointed Lt. Governor of Ladakh

Kavinder Gupta, former Deputy Chief Minister of Jammu and Kashmir, has been named the new Lieutenant Governor of Ladakh. He replaces Brigadier (Retd.) B.D. Mishra, whose resignation was accepted by the President. Mishra, 87, had taken charge on February 12, 2023, following the removal of R.K. Mathur.

Gupta, a veteran BJP leader from Jammu, previously served as the Mayor of Jammu for three consecutive terms between 2005 and 2010. He is also a member of the BJP National Executive. His appointment comes at a time when civil society groups in Ladakh have renewed calls for statehood and constitutional safeguards, following ongoing concerns over land rights, employment, and cultural protections since Article 370 was diluted in August 2019.

Ashok Gajapathi Raju Named Governor of Goa

Pusapati Ashok Gajapathi Raju, a senior Telugu Desam Party (TDP) leader from Andhra Pradesh and former Union Civil Aviation Minister, has been appointed the new Governor of Goa. He takes over from P.S. Sreedharan Pillai, who had held the post since July 15, 2021.

Raju, 74, served in Prime Minister Narendra Modi’s cabinet from May 2014 to March 2018. In addition to his role in the Union government, he has also held ministerial positions in the Andhra Pradesh state government.

Ashim Kumar Ghosh to Serve as Haryana Governor

Ashim Kumar Ghosh, a senior BJP leader from West Bengal, will take over as the new Governor of Haryana. He succeeds Bandaru Dattatreya, who was appointed to the position in July 2021.

Ghosh, born in 1944 in Howrah, West Bengal, has a long association with the BJP and a background in academia. A Political Science professor for nearly four decades, he joined the BJP in 1991 and has held several key roles, including State Secretary, Vice-President, and President of the West Bengal BJP unit. He also served as Tripura Observer and was a member of the BJP National Executive.

Effective Dates Pending

According to the official statement from the President’s Secretariat, these appointments will take effect once the respective individuals assume office.
