Manoj Ahuja

Manoj Ahuja is a 1990‑batch Indian Administrative Service officer of the Odisha cadre. He was appointed as Chief Secretary of Odisha on 29 June 2024 and formally assumed charge on 1 July 2024, succeeding Pradeep Kumar Jena. His tenure was extended by one year beyond his retirement date, allowing him to serve until the end of 2025.


Education & Background

A native of Haryana, Ahuja earned a Bachelor’s degree in Mechanical Engineering from the Thapar Institute of Engineering and Technology, an MBA from Punjab University, and a Master’s in Public Administration (International Development) from Harvard University. His academic profile is complemented by extensive national and state-level administrative experience.


Career and Appointments

  • Prior to his appointment as Chief Secretary, Ahuja held several prestigious roles, including Secretary, Ministry of Agriculture & Farmers Welfare, Special Director at LBSNAA, and Chairman of CBSE.
  • In Odisha state administration, he served as Commissioner‑cum‑Secretary for departments including Food & Civil Supplies, Steel & Mines, Sports & Youth Services, and Cooperation. He also held roles in revenue administration as Sub‑Collector of Dharamgarh and Collector of Khorda district.
  • At the request of the state government, the central government approved his repatriation from central deputation in June 2024. He immediately took over as Chief Secretary and also assumed additional charge as Secretary to the General Administration & Public Grievance Department.

Key Responsibilities & Focus Areas

Since taking office, Manoj Ahuja has overseen critical administrative priorities:

  • Coordinating the inauguration and execution of major public events in 2025, including Pravasi Bharatiya Divas and the Utkarsh Odisha conclave.
  • Leading the transition and implementation of the incoming state government’s policy agenda, especially given key ministers lacked prior ministerial experience.
  • Guiding appointment decisions for senior IAS officers, district collectors, and department heads in the new government setup.

His extended tenure reflects continuity during a pivotal period of administrative transition and governance realignments in the state.
