🏛️ Administrative Career
Shri Vualnam is a seasoned IAS officer from the Manipur cadre, having joined the service in 1992. He previously served as Secretary of the Ministry of Civil Aviation (from September 2023), in addition to holding the post of Additional Secretary in the Department of Economic Affairs.
📌 Role as Expenditure Secretary
In April 2025, he was appointed by the Appointments Committee of the Cabinet as the Secretary of the Department of Expenditure. In this capacity, he oversees:
- Public financial management and implementation of Central Pay and Finance Commission recommendations
- Budgetary allocations and monitoring, including release to states and central ministries
- Audit and expenditure control, working closely with Financial Advisors, Controllers General of Accounts, and audit bodies
- Policy guidance on staffing, cost control, pension accounting, and central government financial systems
- Strengthening frameworks to improve transparency, efficiency, and discipline in public spending
Shri Vualnam is among the first tribal IAS officers from Manipur’s Kuki-Zomi-Hmar community to hold this key finance ministry role.
