Dr. V. Candavelou is a 1997-batch Indian Administrative Service (IAS) officer of the AGMUT cadre (covering Arunachal Pradesh, Goa, Mizoram, and Union Territories). He was appointed as the Chief Secretary of Goa in October 2024, becoming the first officer from his batch to hold this position in the state.

Dr. Candavelou holds a Ph.D. in Veterinary Science, an LL.B. from Delhi University, and a Master’s in Public Policy from the Netherlands. He began his professional journey as a veterinary scientist before joining the IAS, blending technical and policy expertise with administrative roles.
