🎓 Education
Utpal Kumar Singh completed his Bachelor’s (Honours) and Master’s degrees in History from the University of Delhi. He later earned a Master’s in Public Policy and Management from the International Institute of Social Studies, The Hague.

Utpal Kumar Singh has had an extensive and distinguished career in public service, spanning over three decades in both the central and state governments.
Central Government Roles
He served in various capacities in the Ministry of Agriculture and Farmers’ Welfare, including as Joint Secretary and Additional Secretary. His responsibilities included policy formulation, implementation of government schemes, and inter-ministerial coordination.
Roles in Uttarakhand
In the Uttarakhand state government, he held several important administrative positions. Most notably, he served as the Chief Secretary of Uttarakhand from October 2017 to July 2020. During his tenure, he oversaw a wide range of sectors including education, health, infrastructure, home affairs, and disaster management. His leadership was instrumental in enhancing the efficiency of governance and driving developmental initiatives in the state.
📌 Secretary General of the Lok Sabha
Utpal Kumar Singh was appointed as the Secretary General of the Lok Sabha on 1 December 2020. His appointment was made by the Speaker of the Lok Sabha. As Secretary General, he holds a position equivalent in rank and status to that of the Cabinet Secretary.
His tenure has been extended multiple times, most recently up to November 2025, to maintain continuity and leadership in the Lok Sabha Secretariat.
